Substance abuse and addiction have been inextricably linked with HIV/AIDS since the beginning of the pandemic. Growing evidence suggests that highly active antiretroviral therapy not only saves lives for those with HIV and effectively prevents HIV transmission, but is cost-effective as well. Therefore the authors of this essay call for an expansion of HIV testing and HAART coverage.

Primary care physicians play a crucial role in the diagnosis and management of HIV. They provide just as effective HIV counseling, testing and treatment as specialists, according to this review of clinical studies. What’s more, they can do cost-effective screening for HIV, especially in areas of high HIV prevalence and in high-risk communities.
